When you ask himn who made it also ask him why he has choosen to hide or remove the copy right from the forums.

I would guess it's not a paid removal... (guess)

as for the skin... it's pretty much just changing the css colors and a few buttons and header html.

Nothing you can't do yourself if you want to play
