How do I ...... message in the header.

Hi Guys,

How do I add a permanent message just below the header on the front page of my forum, (looking to do something like what Mainpage.php does in OSCommerce).
I want to add a message here (see pic) between header and chatbox.
Can someone advise on what file I have to mod.

Try editing the header template but it is a custom skin so I can't tell you exactly.
