Standard out-of-the-box vbulletin looks just like it is over at vb.com. There is no Google toolbar over there, it is not standard. So, someone must have changed the code on your site with either a modification or a template edit. I don't recognize what template it is because it isn't standard. So, you will need to figure out what template it is and modify it.
