im using 3.7

does it automatically use email confirmation because i've got users who are signing up with 'made up' email addys.

In AdminCP--> vBulletin Options--> User Registration Options, set Verify Email address in Registration to yes, and make sure the Users Awaiting Activation usergroup has permissions set as you want (deny posting, etc...) .

Also, you should set Require Unique Email Addresses to 'yes'
