If I am not wrong, this would show the date of birth fields in register page in Additional Required Information panel.

whereas

admincp->vbulletin options->user registration options->COPPA Registration System->Deny registration for users aged under 13 years

this would ask for date of birth just like the screen posted with the Proceed button even before the Accept Rules page.
