Where Can I Request Add-ons

Where can I request free add-ons? for 3.7 version
and ask for some features or modifications of this version
I even don't see the 3.7 forums in the forum home, any more.

I thought mods is for modules, isn't it?

and modification is only about templates?

if so, then what is the difference between mods, add-onsand and plugins??
