Hello. I know we can BAN a SPECIFIC User.

But can I BAN a specific IP Address?

Yes.

AdminCP -> VBulletin Options -> User Banning Options -> Banned IP Addresses

This does not, however, prevent a user from logging in via proxy, etc.

Many people's IPs are dynamic, meaning they change. This method would be ineffective if it was so.
