titles and hyperlinks

Anyone know how to

1. Prevent title changing within threads, as it defeats the purpose by not following the threaded title.

2. add hyperlinks to the forum description bars.

i have been wading through the templates and its ,maybe as i am new to this, hard to find the location for the above edits.

for the first one i think you can set that somewhere (sorry i dont know and really cant look right now)

but for the second you can just use html in the description area normally
