Need someone to set up blog

I need someone to set up a good blog system for me. I would prefer if it is a blog system that i can choose the usergroup permissions for (who can post on the blog, etc.). I would like this to be installed to the root. And dont worry, the forums have already been moved to a new directory. If you know of a good (free) blog system that allows complete control over group permission, and you are willing to set it up for me, please post here or PM me. Thanks.
