Usergroup can change other usergroups

Hey Folks,

what i'm searching for is like a invitation. "Special Members" should be able to switch (invite) other normal members to their "Special Members"-Group.

Is this possible? I'dont want to moderate this or use every day the admin panel to do in manually.

Board Version: 3.7.
