I have a custom logo I made and in the logo field on the admin CP I put in the location to the image. Now my question is can the logo automatically be resized depending on peoples screen resoloutions? Or should I just shrink the logo and be done with it?

You'd need some kind of PHP Image manipulation thing, however it will probably be fairly complicated, plus I haven't come across such a script before. Just leave it as one size there isn't really a need to resize it to be honest.
