the name template by system is "moderation_threads" .

blue - deleted thread
red - move thread
ok ?

From left the original picture from right of the picture with moving of the actions

The changes I did in photoshop !, And I want to do this in my forum but I do not find the place .

I believe these options are generated on-the-fly, and needs file editing to achieve reordering.

Which page are you looking to change the order on? (forumdisplay?) I know I changed the order for us in our User CP (where you can approve threads and posts), so it might be possible for you too. Go to vboptions > general settings and turn on the option to put the Template Name in the HTML. Then go to the page and View Source Code and find that area in the source code. The template name should be above that area. Then look in the template and see if you can modify it or not.
