I want profile pics to be viewable all the time to anyone.

Is there a switch to make that possible?

Or if not, what code prevents it?

In your Usergroup Manager > Desired Usergroup > Can View Others' Profile Pictures > Yes

Is there any way to control what images appears when no image is supposed to be there?

I mean, if I turn off the switch, I'd prefer that unregistered users at least see some image of my choosing.

Well if you want a 'default' profile picture to show up if there is no avatar, you'll need to modify the MEMBERINFO template and use <if> conditionals to incorporate the image you want.
