There is no need to change the time in the AdminCP, vBulletin can be automatically detect whether DST is in place or not. You can set this in your UserCP
UserCP > Edit Options > Date & Time Options > DST Correction Option You can set the settings for guests and new users in the AdminCP AdminCP > vBulletin Options > vBulletin Options > Date and Time Options > Default Time Zone Offset AdminCP > vBulletin Options > vBulletin Options > Date and Time Options > Enable Daylight Savings |

Maybe vBulletin hasn't accounted for your region's DST. Make sure you have set the correct timezone though.

That indicates you have incorrectly set your timezone, or the DST correction setting in your User CP.

It's little old but still usefull for others.
vBulletin has not a real time zone for israel. Yes, it's GMT+2, but the DST times are fit for South Africa. Israel has its own times for DST. - search for solution too - And I'll write it also in hebrew cause my english is inarticulate. Quote:

If it is incorrect, you should start a bug report - then it will be fixed.
