Hello i have licensed version of vbulletin 3.68 and i need a modify to Expired Threads next 5 minutes ,next 5 min the users cannot modify post or delete? please help me.

You can edit the time allowed for editing a post in the Admin CP:

Admin CP > vBulletin Options > Message Posting and Editing Options > Time Limit on Editing of Posts
