unregistered message on forum home

How can I get the message that displays for unregistered users (or not logged in users) to display on all pages instead of just the forum home page? I have vB 3.7, so I know I can use the notice feature, but when I use this for unregistered users, it will display the notice and the unregistered message on the forum home page. Is there a way to disable the message?
