Allow Mods to send mass-email

Hi there

I've been looking for a Newsletter Hack and actually I've found some, but none of them was really helpful. Especially I'm looking for one small feature: Allow Moderators to send out the newsletter or mass-email.

The basic mass-email functionally of the AdminCP would be enought, but I have no clue how to add this functionality to the ModCP.

Thanks for any help.

EDIT: I'm using 3.6.8
