Help with welcome panel

Hi all,

I have searched quite a bit but couldn't find a mod that would do I want. Its pretty simple actually.

I want to create a space (cell) in the welcome panel to insert a news ticker or RSS feed. I'm pretty sure of the location I need to edit in the navbar template, I'm just not sure of the proper code to create a cell for the ticker. Is there a mod that will do this? If not some help with the code would be great.
