Error with character in db

I am attempting to import my IPB 2.3.3 db to VB 3.6.8

My IPB db is "latin1_swedish_ci" however my data is UTF-8 Arabic.

When I attempt to import all is fine except one letter that is replaced with (*�)

Is there a way to import that data in its correct form?

Also I noticed that the letter appears fin in the user names and is only messed up in the posts.

Any help would be appreciated.

Thanks, I already have a post there, I just figured someone here might have had a similar problem not necessarily with the import script and could be able to provide some help.
