Vbadvanced is solution?

Good afternoon ppl,

I have a forum of wrestling with vbulletin + vbadvanced as portal however wanted to start entering the portal stories about wrestling .... There is some plugin or php associated with vbadvanced make it? If yes it is possible to change the permissions and power to certain users to put news?
