Script session limits?

Is there a way/conditional/etc to set a limit on sessions to a certain page? I'm running vBiSpy, and I'd like to limit it to one instance per member at a time - basically so that one person can't open a browser with 20 tabs and load it into each one of them.

I'm sure there is a way script wise to track IP's and limit their connections, you could use iptables and use connlimit also to limit connections globally to the server
