How do I suspend "Lurkers" (active members who never post) accounts, and automatically send them an email notifying them that the have been suspended for not making x number of posts, in X number of days.?

Then , of course, requiring them to request that there accounts be reinstated?

Maybe do something creative with the infractions system.
