What is the Profile USERID Variable

I am trying to create a plugin and it needs to have access to the USERID variable for the person's profile you are viewing.

I've found a variable that shows your own USERID but not the person's profile you are viewing.

I also can't use get[u] due to a config reason.

Besides getting the variable from the URL is there a variable I am missing?
