Limit Viewer Access

I am looking for a hack that will allow me to turn my forum on and off for regular members
But allow Vips still to login and mods and admins I know I have seen it here before but I haven't had much luck finding it again
I am running latest vBulletin® v3.6.8 Patch Level 2

anyone help please
