Two Mod Questions

Before anything, I have already attempted running a search and have not found anything regarding this inquiry, as my search skills are rather... terrible..

[s]First, I want to ask if there is already a mod in which a user is required to have X amount of posts before posting in other forums? I'm doing this in order to cut inactivity and kill annoying users.[/s]


Second, does anybody know of a mod that can automatically add a prefix to a users posts that works under vB 3.6.8? I have seen the modification that antialiasis posted, though I'm not sure if vBulletin 3.6.8 is supported for it.
