Recognition and reward system

Hi,
new to this board. I'm considering using vBulletin and need to know if it's capable of doing these things:

1. create a button that opens a Form page. Form page asks questions, multiple choice and fill-in-the-blank. The answers are then transcribed into sentences that the user can preview and submit as a post/thread. Form must be customizable for text and appearance.

2. create a "medal system" (for lack of a better word) in which users can give other users a medal that can be accumulated and/or displayed on profile page. For functionality, we're thinking that the user can hit a "medal button". A screen appears that asks who to give the medal. User types in the recipient's username. After confirmation/send, the recipient receives a medal on his/her profile. In other words, I'm not looking for a reputation system per say or a rank system. I'd like a feature that allows users to send icons to other users for being helpful.

Or if it's not capable, are there any third party programs that will work (and are easy to integrate)?
