I think its User Ranks

AdminCP > User Ranks > An Introduction to User Ranks

well i dont mean like user group.

u know how admin is usally red and it says administrator under their name. well instead of it saying administrator i want a image like that banned 1

it cant be tho coz it says select how many posts to get that tital

You set the usergroup to Administrators and minimum posts to 0.

Well, you also have to upload an image to use or else put in a text title.
