Enabling BBcode on a form

I would like to know how to enable BBCode on a form.

The new 3.7beta groups descriptions don't support clickable URL links for example. If I could enable the BBCode for URL links on the form I could link the group description to a forum.
Would also be nice to have bold italic, img.

I found the right template but can't disentangle the bits of BBcode I want from other templates that carry it.
