How can a banned user still visit and browse our forums?
He had threatened to have a friend hack our site,,,,,,,,,,,,,,

They can still login and visit but not see anything.

If you look at the Who's Online page you should see a red stop sign next to whatever they are trying to view.

Most people tend to say that after they get banned just keep up to date with vBulletin updates and you'll be safe.

I agree with the first statement, but the second one is only half correct. You not only need to keep up with vBulletin updates, but with modification updates as well.
