Why do my users (registered users only) have to wait 30 seconds between posts (3.7)

Well my registered users group on 3.7 beta 3 have to wait 30 secodns between posts, any way to stop this?

AdminCP -> vBulletin Options -> vBulletin Options -> Message Posting and Editing Options -> Minimum Time Between Posts
