I found out that my "www.mysite.com/forum" has a PR of 2 and "www.mysite.com/forum/index.php" has a PR of 3 and they are the same page.

My .htaccess file code says:

RedirectPermanent http://www.mysite.com/forum/ http://www.mysite.com/forum/index.php

Now where do I upload this file? I have uploaded it to my root and it doesn't work.
