about server busy

Sometimes my forum s getting busy. but it happened when i logged in user (admin isnt geting msg " server busy)
The question i wanna ask :
How do i edit group get that msg when server busy and group doesnt get that msg and can access forum . like group admin?

PS: sorry about my english T_T
