Forumhome popup mod?

I'm looking for a modification to vBulletin 3.6.x that will enable me to display some kind of Javascript/AJAX window with various pieces of information. I want this to basically appear only once for each user.

So an example use case would be:
- I add new information I want the users to know about
- The first time they log on after this has been added - they get a popup
- This never appears again for that user.

Does anything like that already exist? I realize that I could manually code something like this but why re-invent the wheel?
