How do i Create Public Groups?

I wanna ask for Help,

How do i create Public Groups?
Can i give permission to a specific member to admin his group?
Is it possible for a forum member to make his own group if given permission?

1. Yes, create a group or edit one already there, in the options, make it a "public joinable group", then save, that group will then have a option in the drop menu next to it to assign a group moderator, select who you want.

2. Yes, when editing or creating a group, select this option as well " Allow Users to have Member Groups".

Still i m confused... how do i create group, u mean to say, from admin panel, i have to "Add New Usergroup" based on Members. And mark "Public (Joinable) Custom Usergroups"....

Yes or edit a current group you want to make public.
