spam reporting

I'm not sure if this is the right thread, but I am having an issue where users in my forums are unable to report spam.

When they try to report spam, it say that they do not have permission to do so. I've been through account settings and I can't seem to find anything on "spam reporting" permissions. Am I missing something?

Any help would be greatly appreciated
