User Created Groups

I know that's not the right term to describe what I'm talking about and I apologize.

I'm looking for a way for my members to be able to subscribe to certain parts of my forum. One of my sections is for tasteless pictures and jokes and I want them to be able to opt in or out of seeing that forum. I saw it on another forum and I can't figure it out for the life of me.

Create a Public Joinable Usergroup and only allow that usergroup access to this forum.

That's what I was thinking. However I was looking over the admincp and couldn't really find where to create such a thing. I recall seeing it in passing back when I first got vB, but that was version 3.0.
