no products or plugins work after new move to a vps

so ive just got my self a nice new vps
ive set it up and done the normal stuff from the old host
ie - full public_html and complete sql backup of the forums db
so now ive uploaded all the backups to the vps and set the config to work
now my forum works however no products or plugins that i have installed
no longer work its almost as if the site is running in some sort of safe mode

now when i was uploading the sql db it timed out 4 times before i got it fully uploaded
the db size is only 12mb gzipped

ive never had this problem or anything like it before so does anyone have any ideas on what to do
