PM security certificate code (In other template)

The code in this mod here is designed to go into the postbit template but it makes the PM ara look messy.

I wanted a cleaner version thats goes into the PM template itself but I cant get the correct changes to the code. I am guessing the if conditional needs to be changed but I am lost as to what to change it to.

Any ideas?
