Restricting image posting (only allow moderators to post images)

I've searched all over, and can't seem to find a way to allow only moderators to post images. Currently, the only option I have is to turn image tags on per forum.

This is the closest I have found on this site:

Can anyone help?

And I am not talking about posting an attachment, but using the [img].
