i saw on one forum they had a bot that when around posting rss feeds how do i add that to my forum

That's a default feature of the vBulletin 3.6 branch. As all vBulletin features it's fully documented in the online manual

Btw: use better, descriptive titles for your future threads. Imagine all thread titles being like "look here", "urgent question", ...
