File sharing/download system integrated into forum?

I am looking for a mod that will allow me to have a shared file upload area and can sit above my forumdisplay page. For example:

Header

File area
------------
File 1
File 2
File 3
--------------
Thread 1
Thread 2
Thread 3

Other desired features include file categories and sorting and comments on individual files (maybe a whole thread for each file).

Can someone recommend one of the current mods to do this?
