IRC Notification Bot

I was wondering if someone could make a PHP powered Notification bot. I'd add more features to the bot itself, but i need a way for when a post or reply is made, it sends a msg to an IRC channel

There are similar things for vB 2.x

obviously vB is quite a bit different now, structurally.
