How do I charge users to change other users Titles, Avatars, etc.

I've seen this done on other forums, and I'd like to implement it on mine. Is it original coding, or is there a mod/addon for this type of thing. The common one I see is the ability to purchase points. You spend these points causing mischeif around the board.
