I just bought vbulletin
The first question is where do you get the download to view pm's(private message)?

Next what would be something I need to do or get(cool features) before I make the bulletin live.

also, what cool features do you mean?
chats, googlemap, mp3 player etc??

Yes, be able to read pms.

cool as chat features this will be a paintball chat site
