I think impex will do that.

Are the DBs on separate sites? Or is one stored in your computer - locally?

I have merged many, many vbulletin sites together. I am not sure if you are merging 2 sites together or what but contact me and i will tell you how to do it completly...

I've also merged a number of sites together. A few had well over 200k post :O

You can use impex to do this, it's very easy once you're setup.
