Is the design of a vBulletin skin the same as designing a skin for a PHbb site?

Well, if you have a .psd file I see no reason not being able to code it for vBulletin. As long as you have a .psd to a forum template, you should be able to code it over to vB.

Yes of course, I'm often coding from other peoples designs for clients. For the best value for money its probably best to hire someone to design and code the skin.

You could expect to pay anything around $80 USD (What I usually charge depending on the complexity of the design).
