Can you change the scroll bar colors

Just purchessed v-board 3.6.7. Can you change the scroll bar colors to reflect or blend in with the colors of your board? if so how?

To my knowledge only Internet Explorer allows scrollbar CSS changes -- and I don't think it's even W3C valid anymore.
