From an Moderation perspective, I used to use the User Notes as a Member's permanent record. (Although this is not really needed any longer with the Infractions system.)

Yes, User Notes is what I'm referring to.

It asks if I want to allow notes about other users, notes about themselves. I don't get it. I don't understand the functionality. Maybe there is none.

you can use this system as a guestbook so members can comment the others... you can then add one of the hacks here that display the latest usernotes in users profile...

Yes, if you look at their profile, you will see a "User Notes" link. THis only applies if you've enabled it though.
