Were they able to do this before and now the ability is suddenly gone or have they never been able to at all?
Check vBulletin Options > Private Messaging Options > Private Messaging Enabled > Yes Also Usergroups > Usergroup Manager > Choose the Usergroup that is affected > Private Message Permissions |

This could be caused by the user themselves. Within the user CP (specifically the options), a user can Enable/Disable the PM System completely. Meaning NO ONE can send them a PM. They can also have it enabled, but only their buddies / moderators can send them a PM. I would check with the user who you cannot send PMs to (through e-mail), if they have disabled it.

In your admincp go to maintenance -> execute sql query
In the drop down list set recieve pm's to yes, then click continue |

I'd do as EnIgMa1234 said, and then modify the user cp template and make those two options hidden, and have the value always set to yes.
