As many have already wrote in other threads, the developer documentation for vbulletin is a bit unorganized; even threads listing tutorials often contain links to tutorials that do not apply to the latest version of vbulletin.

In brief, what is the best vBulletin Plugin documentation available?

Best way would be to take a peek at the source of other modifications.
